The National Bank is open Monday through 
Friday from 8:15 a.m. to 3:45 p.m. 

You can use check cards at the automatic teller located around the corner (although many American / Canadian cards don't work in the ATM).  If you need to utilize other services, it's best to arrive at the bank before 3:00 p.m. because a lot of people arrive shortly before the bank closes.  The lines can be quite long and move quite slowly so if you arrive after 3:00 p.m. expect to wait.

There is another ATM that may accept those cards that don´t work at Banco Nacional. It is also in town and is located inside COPEMEX right after the Snake Zoo (Serpentario) and before the post office (el correo).
